OCC Issues Stress-Testing Guidance

The OCC has issued a bulletin—Community Bank Stress Testing: Supervisory Guidance—to provide guidance for banks with $10 billion or less in assets on using stress-testing to identify and quantify loan-portfolio risk, and also on helping establish effective strategic and capital-planning processes.

The guidance describes various types of stress-testing methods community banks can use, and provides an example of a simple stress-test framework to consider.

The agency is encouraging community banks to adopt a stress-test method that fits their unique business strategy, size, products, sophistication and overall risk profile.
