The OCC issued the Qualified Thrift Lender booklet as part of the Comptroller’s Handbook. The booklet replaces Section 270 -- the Qualified Thrift Lending Test -- of the exam handbook for the now-defunct Office of Thrift Supervision. Federal savings associations are required to be qualified thrift lenders.
The revised booklet reflects Dodd-Frank Act changes, including QTL failures and violations of Section 5 of the Home Owners’ Loan Act. It also covers limitations on dividend payments, QTL branching and risks associated with QTL status.
