Fed Signals Rulemaking on Physical Commodities

The Federal Reserve signaled its intent to issue further rules on bank involvement in physical commodities businesses. In an advanced notice of proposed rulemaking, the board sought comment on several issues related to the risks posted by physical commodities activities to financial holding companies.

The questions cover the nature of the risks these activities could post to the holding companies’ safety and soundness, potential conflicts of interest and potential costs and benefits of adding extra capital requirements on holding companies’ commodities businesses.

Comments on the ANPR are due by March 15.
